The user of it is the world's greatest surgeon who can sacrifice his life to give someone else immortality

It was used by a zombie on Thriller Bark before the pirate from Blackbeard's crew took it. In combat he was using his invisibility powers to hide the fact that he was carrying rocket launchers in both of his hands, so he'd hold his arms up to people and imitate what was basically a Kamehameha and shoot people with rockets.
