The only reason they didn't put Hirohito on the stand was because the Americans saw how important the Japanese saw him as a deity. The entire country would have revolted had they done so.

From a universal justice perspective he absolutely deserved to be accountable for his actions and stand trial.

For the sake of ending the bloodiest conflict in human history and little desire to deal with decade long Japanese insurrections, it was the smart move not to.

He lost all political power after the war. I'd call that a punishment. Maybe too light of one but a punishment nonetheless.
