I don't think the problem was that they were overused, since most of the Borg episodes were pretty good. It was just by the end, the power creep was so high for Voyager that the Borg were pretty pathetic, not the scary juggernaut they were in TNG. To be fair it is the way in most shows with a super bad. For instance, by the end of Stargate the Goa'uld were pretty much a joke & by the end of Supernatural even high end demons and angels were barely a challenge despite being redoubtable adversaries in the early days. Regardless, it is nice to have a recurring bad guy, especially in a show like Voyager that is infamous for "hitting the reset button" every episode.
