They didn't appear a lot but when they did you get Locutus and Lore. But also Hue. The problem with Voyager was it overused The Borg.

The problem with Voyager was the pacing, characters, writing, relationships, enemies. Its hard to think of anything voyager did good except episodes surrounding The Doctor

okay I guess Seven of Nine ands Kes had a couple okay episodes too

All of the characters (except maybe Chakotay) had some good episodes, but they all (except maybe the Doctor) had a lot of terrible episodes too.

I don't think the problem was that they were overused, since most of the Borg episodes were pretty good. It was just by the end, the power creep was so high for Voyager that the Borg were pretty pathetic, not the scary juggernaut they were in TNG. To be fair it is the way in most shows with a super bad. For instance, by the end of Stargate the Goa'uld were pretty much a joke & by the end of Supernatural even high end demons and angels were barely a challenge despite being redoubtable adversaries in the early days.

Regardless, it is nice to have a recurring bad guy, especially in a show like Voyager that is infamous for "hitting the reset button" every episode. Well, as long as it isn't the Kazon
