I live in Chicago and the first thing that comes to mind is that City of Chicago has at least 1 world class trauma center and arguably 3 decent trauma centers, University of Chicago, Northwestern University and John Stroger Hospital. If this school was 10 minutes away from Stroger, maybe there would be no fatalities. If nothing else Chicago knows how to deal with gunshot injuries.

The second caviat I raise is and I quote

Nobody else does this. I suggest it is not because we are more morally advanced than any other country or that we care more for safety in the schools.

Then there is the need for impartiality. We need to have standards for charging parents with the crimes and I cannot even find cases where the parents were tried. We cannot allow class bias to determine who get charged
