Was going to cook in a public grill.
I got this rapidfire chimney starter but wonder if I should get grilling gloves or a tool to move the charcoal around?

Yes.

Also get a small rectangular grate or screen that fits over it. The public grills have terrible spacing between the bars, and birds poop on them in the meantime.

I've never charcoal grilled before.

All I can remember is grilling in the park with my family and never getting the coal hot enough to cook things on. Tongs sound like they could work. I'm just wondering if the gloves by themselves can be heat resistant enough or if that's a dumb idea

I've never charcoal grilled before.
Here's the basics:
  1. pile the charcoal into a sort of pyramid, douse it with lighter fluid, and light it.
  2. let it burn until the briquets are covered in white ash (about 15-20 minutes), then spread it flat.
  3. hold your hand flat, right over the charcoal, slightly above the grate. If you can't stand the heat for more than three or four seconds, it's ready to cook.

Kevlar-Nomex gloves will let you handle the coals directly, but don't handle them very long.

Never made a difference for me on how it's cooked.

I'll agree with a stove as long as you have a cast iron skillet.
