It's important to remember that Actress Again Current Code (the latest version of OG Melty that everyone plays) is the fifth version of Melty Blood. The original version was released in 2002 and the most recent update to Current Code happened in 2011. The old game had a lot more dev time than this new game, plus the lower resolution sprites in the old game meant making new characters was much easier and less time-consuming. For a modern non-team based fighting game, 12 characters in a launch roster is a little low but not unreasonable.
