Yep. Hell, I was just talking to people from China at a hostel when I was traveling over the summer, and stuff like wechat (their version of whatsapp) is heavily monitored. The government will just delete group conversations if they get too critical of the government and watches for certain words or phrases. And while VPNs are common (and the govt knows they exist and sorta allows them to to an extent), they'll completely shut down all the VPNs on certain government celebration days to reduce citizen criticism.
