No. Florida's situation is many, many clusters, not a single one.

The biggest outbreak that could perhaps be argued to be, at least mostly, a single cluster would be Fiji's ongoing outbreak (as it stems from a single introduction of the virus), but I think by this point they'd consider it to have split into multiple clusters by most definitions.
