It depends on the situation.

Akatsuki would absolutely obliterate the Phantom Troupe if it's in their prime. Prime Itachi + Pein alone would just be outright nasty.

It's kinda funny. I can't picture the phantom troupe beating akatsuki. But I can see them putting up a decent fight against the royal guards, and I think any single royal guard would slaughter anyone in Naruto below Hashirama level
