I think he's a little overrated - I expected...more, somehow. But his design and some of his moments are fantastic.

I agree with this. But the build up is almost all Jenova anyway so I hesitate to even give Seph credit for that.

Sephiroth is controlling Jenova the entire time, so he kinda does deserve credit for it.

They actually don't. There's a reason why everyone with Jenova cells, including Jenova itself, is drawn to Sephiroth, not Jenova.

I don't feel like there's a meaningful difference there if you're already
assuming Seph is being controlled by Jenova, though? Again, I know the official line contradicts all this, but if I'm assuming death of the author and all that, this is what I got out of the plot

Jenova's cells are meant to be drawn to Jenova. That's what the Reunion is. The fact that it didn't work that way demonstrates Seph is in control, as well as the fact that it constantly assumes Seph's form to keep drawing the clones after it. Plus, Jenova was pretty dormant until Seph awakened it.

also the fact that Seph is the one who summoned Meteor (which is why he draws the clones to him in the first place: to get the Black Materia) and is the actual last boss of the game are the "common sense" observations that would lead one to naturally draw the conclusion that he was the one in control

I know the game doesn't do a great job of explaining a lot of its more complicated plot points like that one. Kalm flashback Seph seems intent on doing his "mother's" bidding, but some of that was him drawing the wrong conclusions about what Jenova was from reading Gast's research in the Shinra Mansion in Nibelheim. He assumed Jenova was an Ancient and he was the last one left, so it was his job to reclaim the Promised Land. Once Cloud derails his initial plans and Seph became part of the Lifestream for a while, his plans changed.

Cool themes, great atmosphere, almost entirely incomprehensible actual plot (as shown by the fact that game fans are confused about core aspects twenty years later)

Undoubtedly iconic but there are several better FF plots overall
