I'm 90% sure that the main reason they added numerical HP is to help encourage a grind-or-pay heavy upgrade system.

"This gun does 20 damage, but if you collect all these materials (randomly dropped at low odds by rare enemies in a special level you can only play once a day... or available in the cash shop), it will do 30 damage! Or you can pay for a random chance at getting a gun that does 400 damage!"

Which is a shame, because if this was a real game, it would be absolutely incredible. But I'd be amazed if it hasn't been deliberately ruined in the name of constantly requiring microtransactions to make tiny amounts of progress.
