The approach Israel has taken towards Hamas, between open hostilities, has been to economically immiserate the people of Gaza in the hopes of spurring some resistance. This approach is not too dissimilar to the sanctions and blockades implemented by the US against regimes in Iran, Cuba, and Venezuela. It hasn't worked in any of those cases, nor did it in pre-war Iraq, but it sure has ruined a bunch of civilians' lives.
