lets say they move to france. Are they American French?
I always think of how we call people in america by their country first ie Irish American. But usually in those cases the person is legitimately Irish by blood and happens to live in America. Nobody really is American other than the natives ... Copied to Clipboard!

I would assume American, unless they get naturalised then it's up to them what they want to be.

But the child would still be called French in normal conversation anyways. Even if both parents were foreigners it would still be French. And if you want to get even more technical, everyone is African since we all started there and migrated across Pangea. But as a serious answer, adding someone's home country first is just a way to honor their home culture, since American culture is largely just a mix of the hundreds of other cultures from around the world. --- After 16 years, I have decided my signature will NOT be about my job! If you're just a resident of the country and still just have your native citizenship, you're still designated by your country... unless you're black and in the US, at which point the media will often describe you as African-American even if you're neither American nor hail from Africa (well, at least not for several hundreds of years anyway).
