"Spacefaring nations must minimize the risks to people and property on Earth of re-entries of space objects and maximize transparency regarding those operations," said NASA Administrator Sen. Bill Nelson in a statement released on the space agency's website Sunday. "China is failing to meet responsible standards regarding their space debris," he added. Since the 70's with Skylab, spacefaring nations have planned controlled re-entry. Russia and India even do it. China has had 2 straight uncontrolled re-entries in a row. Last year metal debris rained on a village in Ivory Coast after one. This recent uncontrolled re-entry is stage 1 of 11. Fortunately it apparently landed in the ocean. Meaning 10 more uncontrolled re-entries this year unless China changes.
