Most of the core administration comes from Japan, while NoA and the various other regional branches mostly exist to try and localize/market those decisions to the rest of the world. They're middle-management, not top-level admin. Nintendo tends to operate on a mentality that they're making their products primarily for Japan, and if the rest of the world wants to buy them that's okay too, but they're not overly obsessed with catering to foreign expectations.
