I like literally all of these characters, including the ones that people sometimes don't like

Gave it to 6-1 because he has some of the most entertaining animations in the series. 3-1 is probably the actual best though.

e2-1, but wow, strong slate
e2-1 > 6-1 > 4-1 > 3-1 > 1-1 > e1-1 > 2-1 > 5-1 don't recall L-1 much --- yet all azuarc of all sorts are more or less capricious and unreliable - they live in the varying outer weather, and they inhale its fickleness ... Copied to Clipboard!

Even though 3-1 is the easy answer in terms of great characters, that's not really where Dahlia becomes the legendary villain we know her as.
Meanwhile, Peace Love and Understanding is the perfect Case 1 villain. He's memorable, charming, has a so bad it's awesome Kuh'rain name, and puts up a decent fight all things considered. --- Agent Triple Zero at your service! Voted for 3-1 but E2-1 is really great and would be better if we just consider the first case alone. Great opponent. But 3-1's role in the whole game is hard to argue with.
