Because they dont really look into who their candidates are beforehand.

Only the most basic cursory examinations where you have to have fucked up monumentally to get flagged. So they just close ranks afterward to avoid having the whole mess brought to light.

Its a pee in the pool situation. The only way you clean it is to empty the whole thing, sterilize it, and start ovee.
