Because shitty places like that get donuts shipped to them and minimum wage workers put them out for sale. Small donut businesses make the donuts from scratch and typically with love / passion.

If I was being paid minimum wage, no way Id be taking pride in shovelling sugar coated fried lardy batter rings into the gobs of gluttons. Particularly since most of those places theyre premade.
