Merle was contracted in as a truck driver, and - although he didn't gain access to the secretive fifth level of Raven Rock - he had some very strange experiences in the complex, especially with a human hybrid named "Thom." Even if they survive in bunkers... what then? The world will be a nuclear wasteland. Nothing left to return to. They'll just end up dying inside their bunkers eventually.
