Human reaction time isn't fast enough to react to things the moment they happen. By the time our brain registers and understands what is currently happening, it has already happened. So isn't every single thing we experience in life is merely a memory, even if only by milliseconds?

Time is relative. At the localized point where we consider ourselves 'we' there is a set of information that reaches us that we respond to. This is all we can hope to call the present moment. Since brains are not so structurally different, humanity can agree on a shared time experience. Until we start approaching lightspeed, that is. Then 'when' becomes more a matter of opinion depending on one's frame of reference.

To answer your question, nobody knows but with more funding, we one day might.

The Smartless podcast episode with Neil deGrass Tyson actually touches on this. Because we are seeing things as light reflects we are never actually seeing things in the present - only as fast as light hits our eyes

So your thoughts are present but anything you see is technically in the past. And even then there is still the time it takes for your synapses to process thoughts so even thats in the past!

You can watch your past by setting up a mirror far enough away that you're watching the past reflection of yourself!
