He's kinda been the go-to guy over the years for shit like that. And keep in mind he was previously singled out to be hidden during the surprise plant inspection, so he was already viewed as more incompetent than most employees.

All the same, it was pretty fucking hilarious as a build-up to bringing Homer in instead of just picking Homer.
