like in a videogame, but without the gameplay. You would basically be watching a long cut-scene from a videogame featuring your customised characters.

How would that work? assuming theatres die so you don't have to worry about massive parties of people voting on the appearance; you're still going to need presets or have the movie animate in real time which I don't think is feasible (at least right now)

And it would be as difficult to implement as it is difficult in a videogame. And I think people would enjoy creating their own characters to fit the story they are watching.
