Not wearing a mask introduces the risk of infecting other people if the person is infectious (and one generally can't be certain one isn't, due to how many cases are asymptomatic), as well as increasing the risk that that person becomes infected (and, in turn, infects many other people because they aren't wearing a mask). A year ago, you had no reason to expect people to be arrested for not wearing a mask because you had no reason to expect there to be any reason to wear a mask, let alone legally mandate them.
