The big rumor is Tracer but I'm really struggling to see how they'd make an entire moveset for her. They'd basically be pulling a Captain Falcon and making up new stuff for her which seems odd for a 3rd party character. Even in Heroes of the Storm her moveset is blink, melee, bomb, recall.

Not really. They put in whatever characters they can, and they happened to get a good number of 3rd parties last time. That should not expected to be easily reproducible - licensing between companies can be a nightmare and it's a miracle that Smash managed to pull it off so many times. I say this as someone who wants exactly 0 more Nintendo characters (that would feasibly get in) in Smash. Being disappointed if it's not Dante From The Devil May Cry series instead of an actual Nintendo character shows how warped expectations have gotten.
