To be fair, there hasn't been much in the way of alternatives presented by leaderships across states and governments, either. It's been very ambiguous, and in my opinion, most politicians are keeping it ambiguous intentionally because they don't want to present a long-term, multi-tiered plan and face criticism.

We've been locked down proper since March and the gradually reopening things but people still aren't going into work, 1000s of jobs are going every few days and the economy has taken a huge blow.

The government is having to pay people to go to restaurants since people have been scared silly and won't leave their house anymore.

And a fair number of people are clearly just hoping a vaccine will arrive till they go out again, no matter how low the infection rate is.

From the point of view of Americans why can't more states just do what New York did? Each state can shut down regardless of what the others do.
