So to explain my mother has used this term to define people who have a handicap placard that always use the handicap space even if they really dont need it or in some cases they walk further, because by lord "I have a handicap placard/plate and I can use them!" For instance, a women who was looking at a condo unit in our circle parked in the one in front of our building, when she was looking at a unit two buildings over, while there was ample spots over there. (no wheel chair) Is it such a thing or is my mother a loon?

So the story behind this is:

My mother lives in a condo complex that requires you to submit for a handicap space in front of your building. People who have them and dont submit can use said space, or anyone for that matter, its marked as handicap. She had an issue that someone parked in the one in front of out building, when they were going to look at a unit that had an almost fully empty parking spots infront of that building. The lady that was looking at the condo parked in the handicap spot even after see that there were the empty spots in front of the building that she was looking at. THATS the what she means. ( I feel the same way on this. I see it to many times that people park in handicap even thought theres closer/better spots)
