You can put a hold on evictions due to mortgages and rent, but those payments are still due at the end. Once those memorandums end, people are going to be months behind without any way to catch up.
They can still file for eviction too though. Courts won't hear the case until the memorandum is up but you can bet your ass they'll have the biggest stacks ever waiting for them when they come back in.

1. It would not be called rent
2. They would not be called landlords
3. People living there wouldn't have a problem with them

Seriously how hard is it to understand? There's a fundamental difference between making money from doing work, and making money from owning stuff. The objection against landlords is that they make money from owning stuff. That's why they're called leeches. That's why people don't like them. That's the central issue. Well that and the fact that they wield power over others just because they own stuff. No one thinks someone who does repairs or mows the lawn shouldn't get paid.

Of course not, somebody else purchases it and lets them live there for only the cost of maintenance and repairs.

Hell, they won't even charge anything if the tenant covers maintenance and repairs themselves. Or better yet, they can just not and let the owner deal with it themselves when the tenant leaves.

I told him to go fuck himself because California has a law in place preventingnkandlirds from evicting tenants. Besides, the government will pay for my rent anyway so I'm not worried.

Its going to catch up to you eventually. The landlord can go after your assets. If you don't have any assets you are going to have to declare bankruptcy and then you will be stuck in a situation where you have terrible credit and the places you rent from are going to want several months rent as a deposit or just straight up reject you.
