Welcome to the King of Fighters 2020 (NOT MERCS) Simulated Character Battle Tournament!

The game is simple. The two* listed characters are placed in an (imaginary) location with a variety of (imaginary) environments, kind of like a picture in a child's schoolbook that describes different types of geological features. Within a ten mile radius, there is an (imaginary) urban downtown, exurbs, plains, snow-clad mountains at the edge, dry plains, etc. Fighters start wherever is most appropriate for them, but feel increasingly compelled to seek out their opponent and fight. Strong-willed fighters can try to hold out in their chosen environment for longer... eventually, all will succumb and actively search for the other to battle.

To participate, just vote in bold for whichever character you believe will win. Giving reasoning is optional, but please be polite and read what others have said and carefully make your decision. I'll ping the nominators (they can opt out) to give arguments if they wish.

TODAY'S PARTICIPANTS:
Sam Fisher (Splinter Cell)

A veteran spy and government agent trained in stealth warfare and combat... Sam Fisher is basically Solid Snake as a normal human

vs

Bebop & Rocksteady (TMNT)

An anthropomorphic rhino and warthog who are armed with guns and laser weaponry, and clearly are physically capable... and are also dumb as bricks

Fisher clearly has the edge in battle tactics and could easily lay traps Bebop and Rocksteady would fall into, but how tough are their hides? Can they withstand bullets or whatever else is in Fisher's arsenal?

with that being said,

doubt they could beat sam fisher. he seems like he'd just take them down with tactics and traps. maybe I'm also underestimating them a bit and what it would really take to slow them down -- and the difficulty of fighting 2 v 1 -- but honestly they really are THAT dumb and that makes this a particularly bad match up.

it'd be cool to imagine them just steamrolling through trap after trap, being slowed down a bit but not stopped, and hunting him down relentlessly while he just doesn't have the time needed to escape and set up additional layers of defense. but I dunno.

I think <B>Sam Fisher</B> probably wins.

yeah there's no way their hides are thick enough to deal with sniper bullets and other weaponry. and they would get outsmarted by a regular soldier. they've got no shot here

There are somehow even more EXTREME panels. Like in order to earn the right to become mutants, they had to participate in a brawl against all the other candidates--which results in them smashing everyone and standing dramatically in a pool of their victims' blood.

There's another durability feat where they have, like, a dozen swords and axes sticking out of their bodies and they're completely unphased in a scene so ridiculous it makes them look borderline immortal.

Enough superstrength that they can effortlessly defeat human opponents with one finger.

...I really want to read this series now. It seems like the best possible sort of XTREME.

I think this could make for a really fun sequence in a Splinter Cell game. But I agree that it's unlikely.

From what I can tell, Splinter Cell essentially takes place in a normal present-day setting, which makes sense, given that it's based on a Tom Clancy series. That said, I think Sam is an experienced enough operative that he'll probably overhear Bebop and Rocksteady arguing over something asinine, assume they're his opponents, and plan traps accordingly. I'd probably give one of the actual Ninja Turtles better odds here.
