I have it on PC and am tempted to play it.
I remember on my 360 I just disliked the new cop chasing mechanic where you had to get away from the zones they were looking in but don't recall anything majorly bad but only plaued for like 10 hours

I was a lot younger when I last played it, but I remember loving it. I also remember that I liked bowling in that game, and that seems to be something everyone hates, so I was probably an outlier.

IMO it had a significant lack of memorable characters and gameplay variety compared to San Andreas.

Not bad, just not great

Some people disliked it being too serious for a GTA.

Thing is after RDR2 showed how good Rockstar is at doing serious, I think gamers today would be more willing to try a serious GTA now.

I like GTA IV, but the driving is terrible. It's not arcadey or realistic. It's just heavy and awkward.

I don't think it was the seriousness of the game but rather the "realism" they were going for that they fell just short of, and was kind of off putting to players. It also didn't help that San Andreas had way more stuff to do. GTAV has the same problem, it's just not as big as SA.

Tried too hard to be realistic. GTA on the PS2 was always fun because of how easy it was to play and how quick the driving was. The cars in IV seriously felt like boats.

GTA V was a happy medium between the two, IMO. I enjoyed that game a LOT more than IV, which I would honestly say is probably the second most disappointing game I've ever played (after Nuts & Bolts).

I love it. I liked the more serious tone and the story, characters, setting, and atmosphere are better than V's though I love it too. Then there's stuff like the car damage and the fighting which are way better than V's. I liked the driving too and don't get the boats comparison.

The Ballad of Gay Tony DLC was a better happy medium than V. V went too goofy in some places.

Basically the only two things were the serious tone and the lack of country/wide-open areas, as well as vehicles like planes and fun stuff like that. But its a good game if you get past that.

Was it as fun as SA? No but the story in SA got nonsensical as soon as you left Los Santos

I don't get the complaints about the driving physics. Sure, it's not the semi-arcadish fare of the past GTAs, but they're not unwieldy. Saints Row 2 carried the torch of the goofy GTAs, but as much as enjoy and praise that game, the driving physics are a bit iffy at best and horrible at worst.
Anyhow, I've played so many different games with vehicles in one shape or another featuring baffling handling quirks, that GTA4's weighty but extremely predictable vehicle behavior feels like a refreshing stroke competency.

I always told myself that the minute GTA started taking itself too seriously, I was done with the series. I had this epiphany back in the mid-2000's, when I still felt compelled to morally rationalize the new breed of criminal mayhem GTA brought to the table; as long as it was ultimately silly and caricature-y, I didn't see a problem with it.

But honestly, I can't really say that aspect bothered me; it's moreso that I've simply never been able to get more than a few hours into the game without getting bored and quitting. The driving was ass, the world was dull, none of the radio stations grabbed me, etc. I've just never felt hooked enough by the game to see how it all develops.

And once I ended up finding Saints Row 2 in a bargain bin some time later and buying it for the hell of it - and much to my surprise it ended up feeling more like GTA than GTA IV - that was pretty much the nail in the coffin.

Besides what was already said I distinctly remember the lack of aerial vehicles and boring vehicles. Everything fun from SA was removed.

GTA works best when it isnt a real life sim imo and GTAIV went way to hard in that aspect but it was a well made game.

EDIT also I didn't mind the driving mechanics if you want to experience horrible driving mechanics in a open world try just cause 2.

I'm currently playing through on PC for the first time. Played it on 360 back in 2009 and loved it then, and I'm loving it now.

60fps makes such an incredible difference too.

I loved the story and how alive Liberty City is. I hope with GTA6 they can give us a large city where NPCs have lives and shit like they do in RDR2. It'll be difficult to do on such a massive scale of a modern city compared to the small towns of the old west, but I can dream.

The "seriousness" of a story is usually kind of irrelevant, but in GTAIV's case, I feel like it also extended to the gameplay. The missions couldn't have been any more boring.

This was also a factor, and GTA V majorly has this problem as well. San Andreas felt like maximum saturation of side content in a video game of this type; it was great, but just one step away from going overboard. Plus (and correct me if I'm wrong, it's been over a decade since I played), all of SA's side content was still in service to the core gameplay - I think even the dating minigame gave you stats boosts or other gameplay benefits based on the girl(s) you romanced (again, correct me if I'm wrong).

I didn't get far enough into GTA IV to experience most of the side content (I took Roman bowling once, took one girl on a date, watched a little TV), but I got a lot further into GTA V before giving up, and wasted a lot more time on the pointless side content there. 'Impotent Rage' was kinda funny, until I realized that I'd been virtually sitting on the couch for an hour without making any game progress whatsoever; that kind of behavior is already depressing enough in real life, no need to add another layer of meta to it. Roughly around the time they rolled out the stock market side content, I'd had my fill; people tell me that it's fun once you get into it, and making money technically does further the core gameplay. But it's like Rockstar was deliberately trying to double down on the running gag that the series was becoming a mundane life simulator.

This is a good point. Completing side activities in SA had all kinds of great benefits. I almost always grab an ambulance ASAP and complete the mission for the health boost. And yeah, dating girls would get you benefits. Simply dating them gave access to their powers like keeping weapons on death. Then maxing out their relationships give outfits and vehicles.

The biggest issue is that the ending may fall flat if you don't go along with the "social" mechanics. R* really overestimated how interested players would be in hanging out with friends and girlfriends lol.

The fact that R* somehow managed to triple the size and content over Vice City in the same console gen was nothing short of phenomenal (I'm not a techie but I seem to recall that they pioneered some form of dual-layered writing on the disc to cram it all in). I can't off the top of my head think of a same-gen leap from one series entry to the next that even comes close to it, and the fact that it crammed this all in without feeling bloated or unnecessary was a major feather in their cap (there's probably some who were argue certain side content felt like wasted space, but on the whole I don't see this as a controversial take).
