I'm going to stealth kill these guys.

Also Lara Croft: I'm going to attach an 18" long yellow glow stick to my belt at all times when in the sort of shadows I'm going to sneak up on people from.

I would argue that there's a bit of a difference between Sam's goggles and a 6' sphere of unnatural yellow light emerging from the shadows brandishing an ice climbing axe.

This reminded me of the last time I was playing Skyrim.

Laughed my ass off when crouching and backing up a few steps made the enemies completely lose my character. Like dude, I'm right here. Right in front of you.

Lara Croft: I'm an extremely physically fit 20-something.

Also Laura Croft: I must complete a series of extreme mountaineering parkour challenges to follow the trail a 50-something smoking cancer patient.

Skyrim is also the game where a guy can have a glowing arrow sticking out of his face and dismiss it as being the wind.

I liked how in Arkham Asylum the bad guys get increasingly paranoid in their chatter as you take out their friends

I look forwards to a day when someone makes a good and fun AI for a shooter or something.

Basic gists would include:
-if you shoot/snipe them from cover, the survivors know the general direction you shot from, but don't instantly see you unless you are right next to them. Their actions may vary to getting behind a tree or other cover, attempting to see where you are, etc.
-Even if you jump out of the bushes, they don't instantly lock onto you. They take a second or two to after becoming aware of your existence before they start aiming at you (and those who are looking the wrong way at the time i.e. have their head turned to the side to scan for things in that direction will take a bit longer still).
-Unless they recognize you and presently are looking at you, they only act on knowledge of either where you last were and the direction you were moving at that time, or a broad general area. This also applies to other things, including their allies.
-They have a "fear" stat that builds based on various things (especially being hit repeatedly by something and not knowing where it is). As it gets higher, the AI units start behaving more erratically and stupidly. Some may eventually just panic empty their clips in a spray towards where they think you might be, some may get really jumpy and if really panicked shoot anything that surprises them (including the chance of accidentally opening fire if an ally suddenly jumps out in front of them). At max level they may just turn and bolt away from wherever they think you are at the time.
-If left alone following the first attack, they will after a little prepare and commence a search operation of some sort to try and find you (the poor fools, as this likely splits them up).

I always assumed that was an IR emitter for the night vision component.

They don't actually glow green. That's just there to make sure the player can see.

maybe, I remember at some point one of the developers actually said that it doesnt make sense in any scientific way and they just designed it that way because it looks cool

maybe it's not perfectly like this, but Far Cry had gameplay similar to that (I have yet to play anything beyond Far Cry 1 though I do own 3 and want to play it but haven't gotten around to it)

The third lens is an image intensifier tube. It converts invisible light, such as infrared, into visible light.

All Night Vision Devices need an image intensifier of some kind. Most of them have a small tube, older NVDs have a very large lens. Some modern NVDs have incorporated in into the optical lens of the device.
The size of the lens in Splinter Cell was mostly artistic design but it does make sense, to be there.
If I recall, Splinter Cell Blacklist shrank it to be more realistic

I suppose I am just spouting on things I would like to see.

I mean, if implemented ideally in combination with another system or so, you could potentially end up with a game you can either stealth OR full frontal combat through.
