Incel is apparently "defined" as "involuntarily celibate" but according to authorities, it's a choice in terms of being a terrorist. So which one is it? I always thought it was about guys who can't get laid but now it's about choosing to go on mass murders?

Mostly a choice.
Some of them don't due to circumstances outside their control like a disability. But the problem is they join groups that enforce and then reinforce the idea they're incels because society is mean to them because for some reason, they believe they deserve more than they do without trying to improve.

I believe it is a condition. A social condition, not a medical one!

The meaning of Incel is fairly broad, but adheres to one general description. However even that can be inconsistent or inaccurate. The cases of Incels need to be handled on an individual basis, rather than as a collective. Generalizing a very loosely defined group as terrorists isn't really a good idea, and it will continue to stigmatize this specific group. There are indeed some good men who would be considered Incels because they really are involuntarily celibate, due to various factors such as appearance, wealth, social skills, etc. not because they're a raving lunatic. I believe the solution lies in tackling the root of the problem, which would be "toxic masculinity" as it is known in one format.

Although I seriously believe that phrase needs to change, as it has been hijacked by various people using it to demean or otherwise insult men.

While that is true, I've observed that when people hear the word "masculinity" preceeded by "toxic", they will perceive it as the opening to an attack. Which is understandable, since toxic is a common insult these days. It makes them defensive, and they may feel as though I'm taking an issue with their masculinity entirely, rather than the unhealthy practices encouraged by the societal definition of it.
