in 2018 dems won the overall popular vote for state assembly but 63/99 seats went to republicans

In Waukesha, a city of 72,000, only one polling place will open Tuesday. In the states largest city, Milwaukee, where only 400 of the needed 1,400 poll workers have signed up, officials plan to reduce the number of polling places from 180 to only 10 or 12.

I.. what? How does 400/1400 volunteers come to 12/180 polling places?
