Yes on a national level. Its been almost 30 years since a republican presidential candidate has won the popular vote on his first term.

Locally the answer is still mostly yes, but you still have those areas full of bible thumping poor people who can be manipulated into voting against their best interests.

if the argument is that the electoral college is voter suppression, making it the popular vote would completely change how candidates campaign.
Trump for example, only campaigned in swing states and he won most of them. Whose to say he wouldn't have won the popular vote if he campaigned with that objective

A lot of Republicans would be out of power if we reformatted district maps to minimize their surface area to volume ratio.

If Gerrymandering is a form of voter suppression, and we fixed it, yes, a lot of the GOP would be kicked to the curb.
