reported it (two kids emailed me about the account and let me know that it was putting pictures of students and making mean comments, the page itself is private so I can't see anything obviously) and Instagram sent me this automated message:

We couldn't review your report
We have fewer people available to review reports because of the coronavirus pandemic so we're only able to review content with the most potential for harm.

wtf???

a) why can't those workers do this work from home?
b) I don't mind if it takes longer than usual, but does that message imply that they WON'T ever review it? I don't mind waiting a month...

I also feel guilty about the whole there are bigger problems right now than some dumb Instagram page :/

not that I could ever make something go viral, but Id imagine lol so presumptuous of you to worry about that during a pandemic

but it does bug me when ppl take advantage of this situation to do bad things. I live in East LA and I hate all those people tagging the neighborhood like crazy right now because they know that everyone is indoors and they wont get caught (although I have seen cops everywhere, so maybe this is false, but the public park was tagged everywhere and its so gross)

Sounds like a load of shit to me. I'd take it to the news or someone and make it go viral. Blow it up on their twitter, etc.

All you have to do is post it on a big reddit community. Theres probably some legal issues in regards to student privacy here too. Instagram would fold quickly if any publicity shined on it.

You shouldn't be getting involved like this, it could risk your job by posting it to reddit if your school found out it was you who posted it. You should be reporting this to a guidance counselor, school resource officer, vice principal, or principal even depending on who you feel is most relevant.

Actually, I had specialized training with my district since I manage our schools social media stuff. So I kinda am in charge of doing this stuff. This is the first time I have encountered a roadblock (understandable, since its related to COVID-19).

Youre right though in that I should probably contact our district representative for social media and see what they have to say.

I will note that in the reddit post I covered the name of the page. And I think its important for people to know that Instagram has this policy of ignoring reviews currently due to COVID-19

You should definitely feed it up the chain at least. Either your principal, counselor, or the district social media guy that you talked about it.

I didnt post the name of the page or any identifying factors. Also the page is private so I cant even see whats in it :/

Feel like they will say they can't do anything unless they have a formal complaint from a parent, so it's out of their hands.

Report it to the principal and have them pester Instagram about it.
