For example, if you fail to abide by right-of-way rules or else execute dangerous maneuvers fueled by impulses born from panic on some small intersection that a police officer is just passing through, and the bloke does not bother pulling you over, would he be capable of sending your citation via mail?

I must have these answers.

Well you can for sure from cameras which are all over the US at this point. In general a cop will pull you over if they are going to give you a ticket though.

If you get caught by one of those redlight cameras, they can send you a traffic ticket for running a light.

he thinks it would prevent red light cameras from seeing your plates

but they don't work. literally the only way to stop one of those cameras from seeing it is to cover the plates in an unseethroughable object.

Depends on the camera. Also cops seeing it can give you a ticket for pate concealment which in my area is around 800-1200
