like, lets say you are peacekeeping in ... I could roll a d20, but I'll just say Uganda... and you are behind a sandbag wall and bored fiddling with a searchlight so you pull out your gun to point at random people.

I mean, you aren't going to shoot and the safety is on... you're just using the scope to look around.

This makes people uncomfortable, but I don't know if it's also illegal or just business as usual.

Muzzle discipline is incredibly important. You'll get written up, start losing rank, extra duty, etc... quick.

Oh, cuz the RCMP be doing that right now at the pipeline protestors and wanted some context. They aren't going to shoot, they're just observing through their rifles.
