I think both are acting childish. The seats have a reclining feature, so you are fully within your rights to use the recliner. As a passenger behind, ask if they can recline forward, and if they don't, you just deal with it.

The seats on most domestic and international flights (I've flown them between the mainland and Thailand/Hong Kong a couple of times). The seat recline is fixed.
