No amount of polish would have saved that boring map. The game was also extremely fucking polished at release, so what wasn't finished exactly? Then you hear all of the stories about how Kojima nixed Battle Gear for being "too overpowered" and how Kingdom of the Flies was cut early in development to not take away from the Venom Snake twist. And that's not even getting into the awful awful story that is 100% Kojima.
