Only if one's bad behavior was necessary, such as in a fight and they have to defend themselves.

Always thought it was ridiculous in school when no matter the circumstances, both people got in trouble for fighting.

I hated that. It seemed like it would be ok for bullies to well... bully but the moment I retaliated I was in the wrong. It seems to be though the teachers were scared of these bullies parents so it was much more easy for them to victim blame.
