it's supposed to be taken as a joke but i really feel for the guy. he saved the world and humanity several times over yet live in shitty apartment, sleep on a couch and eating junk food and cannot pay electricity, water and gas because he rarely partake in capitalism.

The people probably don't care/know about Dante because he often lets a ton of people die before he steps in.
The city in 3 is ravaged some time before Dante leaves his shop. In 4 he takes the long way back while Fortuna is ravaged. That's not even getting into Trish handing over Sparda which accelerates the bad guy's plan. I want to say he took his time getting involved in 5 but that could just be the sequence of events not being laid out very well.
