Vote out the existing congresspeople and elect ones who will pass the bill instead.

Live in a world where voters actually hold representatives responsible for their decisions as opposed to the one where voters have the memory of goldfish and vote for the politician with the best PR campaign or just knee-jerk vote for one party universally (regardless of whether or not that party actually represents them in any meaningful way).

Make a system where the public is made aware of who has made what decision and a means to quickly vote out anti-democratic actors.
