While I feel like TC may not be sincere, this statement is also true.

In the 90s all I knew about drugs were that they're bad. The arcade example aside, there was inevitable a "very special episode" involving drugs all throughout the 90s.

with the current opioid crisis, people are seeing it as much more nuanced issue.

Yeah, the crack epidemic was put to great use to pass harsh criminal justice reforms(three strike laws, harsher sentencing on crack vs. cocaine, etc.), expand police forces, and, perhaps most profitably, drastically expand the prison system.
