for RPGs, I think it would be hard to beat Infinity Engine games, since they have spectacular tactical combat
some other non-RPG games that come to mind but maybe don't fit that well include Valkyria Chronicles, Creeper World games, maybe FTL --- ... Copied to Clipboard!

I recall the Panzer Dragoon Saga fights being strategically fun, though it's been many years since I played it.
