Two things here. Remember when Republicans claimed that Rep. Omar was trying to suggest Jewish people had dual alliances. This is literally doing that.

Also he same Republican who complain about the term African-American seemingly fine with this.

Yeah, it's important to note the stated aim of this is to attack "anti-Semitism" on college campuses i.e. to quash pro-Palestinian activists like BDS by painting opposition to the policies of the state of Israel as being racist.
Of course, even more troubling are the implications: if all Jews are Israelis by definition, are they fully American? By the logic of right-wing nationalism, the answer is no. Friendly reminder that Stephen Miller is one of Trump's most trusted advisors.
