That's always been the case, if only because the tech heads are the only ones who care, but they're also the ones who talk the most and loudest about stuff.

Meanwhile, most people barely give a shit about most tech stats, if they understand them at all.

I like new tech but certainly care more about the what I can do with said tech then a bunch of numbers and buzzwords that mean absolutely nothing to me for the most part.

In terms of gaming, I'd actually say that's less true now than at almost any other point in gaming's history. We're hitting major diminishing returns on how much technological improvements are able to improve gaming experiences, to the point where laypeople are recognizing that and the most popular games are not the technological marvels. There's still room to grow, obviously, and there will always be enthusiasts that enjoy pushing hardware to its limits, but the days of mainstream popularity being tied to graphical fidelity are past.

there are plenty of improvements you jus don't notice them
and in the past p.c. was always better than console with no exceptions, now it's the consoles that are having to push the p.c's further with six cores and what not

i think 4k at 60fps with rtx would look remarkably different then what we have now

raytracing would effect sports and racing games especially, i don't know how it'd be possible tho without spending like 1000 dollars

It's just advertising tactics. hardware has been rather stagnant for the last 10 years or so, except for VR, so they're trying to sell their hardware to the dumbs who don't know any better

Most things are so bloated now since they need to x-ray your home while you play solitaire that you need 8 cores running full blast.
