HDR is way more important than 4k resolution. HDR10 is the most common standard, which is probably what's on this tv, though I'm gonna try to get HDR10+ or Dolby Vision on our next panel.

So my dad bought one of these cheap tvs on black Friday. It does have HDR10 which is why I agreed to it. Looking later on though it only has a 60hz refresh rate rather than 120hz that good ones have, and then something else that is measured at 8ms, and I heard that good ones are 1 or 2ms.

Would these things make it lousy for playing games on?

For console's it'd be fine, they don't do proper 4k anyway (for games), and console games rarely come close to 60 fps anyway.
