This is a very long standing issue in politics, imo. The best current political examples are the top candidates for the dem primary imo -- Biden has a long history of regressive policies that he's reversed stances on, and I don't feel the need to go to in depth here (though I suppose I could if necessary) but Warren also has her fair share of changed opinions. In addition to her history of supporting right wing causes like the Federal Society, more recently she wrote in the Two Income Trap that she supported public school choice and vouchers, which is a poison pill in a dem primary. She no longer seems to believe that.

Even Bernie Sanders has changed, if not so much on a policy basis, the way he talks about some issues. For example, in 2016 he said that open borders was a koch conspiracy and said that the reason for his relatively pro-gun voting record was because he represented a "rural state" with different values. I cant imagine him saying those things now

I mean obviously you have to go on a case by case basis BUT are there any general rules to follow here?

This generally. Though I also wouldn't trust someone who ran really hard on issue to suddenly change their mind on it. Like if a candidate was always pushing gay conversation therapy and then ran for pro-gay marriage I would find that suspect.
