Leaning water because it has much better utility while grass' multiple weaknesses generally means more switching out. But final evolution and stats are the ultimate measures of a starter. And the Snivy line is the ultimate example of this. The darling of the fanbase when it was first revealed (Smugleaf was such a good name) and then followed up with a fantastic-looking final evolution, but it was so badly let down by its own stats that it became virtually irrelevant and basically a failure, and that retrospectively seemed to effect perception of Snivy too. Meanwhile, Oshawott was mocked roundly for the penis-seashell and general clown-like appearance on its first release, then grew hugely in popularity over time thanks in no small part to the excellence of Samurott.
