I was walking back to my car after work today. I work downtown so everyone parks in a nearby parkade. I'm walking with a co-worker up to the 4th floor and then we chatted a bit like we always do by one corner of the parkade. After a bit this truck comes flying up into the adjacent corner and slams on its breaks, about to crash into the wall or any of the cars nearby. A guy jumps out with binoculars and does whatever the hell he's doing, talking to someone or himself. His behavior is a bit erratic, possibly drunk or on drugs, and my co-worker is parked right next to his truck so he doesn't really feel like he can leave without having some interaction with the guy. We're about 60 feet apart at this point. The guy gets back in his truck backs up and then floors it straight towards us for a couple seconds and then swerves to continue going up. (After the encounter, we both thought he was actually going to run us over.)

As he's going up, the back of his truck opens and a tool chest goes flying. He slams on the breaks. He's about 20 feet from us at this point, and just stares at us with a mean look, pulls out an electric drill that he starts revving(?) through the open window. He says something like, "Don't Move" and something else I can't make out. He gets out of the truck and is now dual wielding two electric drills, continuing to rev them at us. All this time, he hasn't taken his eyes off of us. He puts one down and picks up something else, my co-worker thought it looked like a sheathed machete because the guy pulled it out a little before putting it back. I'm trying to make as little eye contact as possible and planning our escape route if he starts running at us. The guy eventually goes to put the tool chest back into his truck, at this point I'm motioning to my co-worker to head towards the stair case so he can't run us over. We reach the stairs as he gets back in his truck, flips it around and heads back down.

We knew we weren't going to leave until we saw him leave which took another five minutes before we saw him drive out the exit, cross three lanes to go into a parking lot on the other side and out of view.

What would be your next action?

Keep in mind, this is where I have to park every single day of work.

Uh... of course, yeah. I mean certainly the non-emergency since it's a situation that's over now, but certainly you should give a description of the vehicle and/or man that was inside.

Part II

So I ended up calling the non-emergency line and reporting everything I just typed out. We got the license plate and a description of a truck so I told them that too and they said would alert the officers in the area. They took down my info and that was it.

Right when I hang up the guy drives around the corner and parks on the side of the street, opposite from where we are. It appears he's looking up at us but that might be my imagination. I step back and call them back. I'm on hold for a minute and let them know he's right here. They said they will get the info to the nearby officers.

You should carry around some drills in case you ever see him again. I've never seen a form of media so ambitious as to have a dual wielding drill vs. dual wielding drill battle, but you could have made that a reality.

Part III

After about five minutes from the second call, I spot a couple co-workers heading to the parkade. I go down to meet them and explain the situation. We go back up and at this time a bike cop shows up to check things out. I get a call (not from him) from a private number to go over the details again. Shortly after an unmarked car pulls up without his lights and gets out to talk to the guy (he'd been sitting in his car the whole time). Then two more show up. They talk to him some more and it looks like he rolls up his window to ignore them but they ask for his keys and for him to get out. He's cuffed without any resistance and placed in the back of the car. Around this time some nearby people come over to find out what he did because from their perspective he was just sitting there. I see one off the officer's step away and I figure he's the one who called me before as my phone starts ringing again. I go over it in more detail and say I'm literally still here watching from above and he looks up as I wave. I identify the vehicle is the same one as before. He tells me they're charging him with disorderly conduct but not enough for a menacing charge.

Best part... he goes into the vehicle with the crazy guy to confirm my info in case he has any more questions. I'm like bruh don't be saying my name and writing down my address with him watching/listening.
