But I've also heard they switch back to top tweets after a while

Yeah the entire point of retweets is to show others tweets on your feed so there's no reason for likes to be showing up

Some people do use like as a Facebook like though so at that point using it as a bookmarking feature becomes useless. But I'm pretty sparse with it and unlike after saving in most cases as well.
